    * LOCATIONS...NORTHERN HERKIMER COUNTY.
    * HAZARD TYPES....LAKE EFFECT SNOW AND DANGEROUSLY COLD WIND
    CHILLS.
    * SNOW ACCUMULATIONS...4 TO 6 INCHES.
    * WIND CHILL VALUES...AS LOW AS 40 DEGREES BELOW ZERO.
    * TIMING...A LAKE EFFECT SNOW BAND IN THE VICINITY OF ROUTE 28
    WILL MOVE SOUTHWARD THIS MORNING...REACHING AREAS NEAR ROUTE
    8...BEFORE WEAKENING AND DRIFTING FARTHER SOUTH BY LATE MORNING.
    WIND CHILL VALUES WILL DROP TO DANGEROUSLY COLD LEVELS BEGINNING
    WEDNESDAY EVENING AND CONTINUE INTO THURSDAY MORNING.
    * IMPACTS...LOCALIZED SNOW COVERED ROADWAYS WILL MAKE FOR
    DIFFICULT AND HAZARDOUS TRAVEL. BLOWING AND DRIFTING SNOW WILL
    REDUCE VISIBILITIES TO LESS THAN A QUARTER MILE. THE
    COMBINATION OF VERY COLD TEMPERATURES AND BRISK
    NORTHWESTERLY WINDS WILL CREATE DANGEROUSLY COLD CONDITIONS
    FOR EXPOSED SKIN.
