A slate of tax cuts, 100 percent funding for full-day pre-kindergarten, lengthened school days and launching "innovation hot-spots" to inspire and attract high tech entrepreneurs were some of the initiatives that state Budget Director Robert Megna detailed at a presentation of the 2013-14 state budget Thursday April 4 in Glens Falls.
