The law, when adopted, will require the town building codes officer to inspect rental properties each time a tenant leaves. The codes officer must then issue a new certificate of occupancy prior to a new tenant moving in.

Supervisor Bill Grinnell said the new legislation was considered at the urging of the building codes officer and the Ticonderoga Police Department.

“The issue came up after the building codes officer and police department responded to several complaints,” Grinnell said. “It became apparent they were going to the same properties and dealing with the same complaints over and over.

“We need a law with some teeth that will lead landlords to correcting code violations,” he said.

The new law will result in more building inspections, Grinnell said.

“That’s not a bad thing,” he said. “We want every home to be safe.”

To assist Bill Ball, the town codes enforcement officer, will the increased workload Ticonderoga will hire a part-time codes officer.

Ticonderoga’s public safety committee approved the law 5-1 before sending it on to full town board for consideration.

Margaret Laumen, a member of the public safety committee, expressed concerns about making new laws on a local level when there could already be laws on the books to address the concerns.

Grinnell, however, said Ticonderoga has no law to adequately address the complaints being referred to the codes officer and police department.
