PLATTSBURGH - Kristin A. Velie, 19, West Chazy, was arrested May 3 for allegedly charging $200 on a debit card she stole from Amanda Plympton of Cadyville, who had reported the card missing April 27.
Velie was charged with fourth-degree grand larceny, a felony, and third-degree identity theft, a misdemeanor.
