Sheriff alerts Proctor

Officials of the Vermont Department of Corrections released details about an individual they claim has been designated as a high-risk offender. According to Vermont DOC, a notice released March 5 served as a notification to the public and was released for general public safety concerns. The individual will not be under any type of supervision and has completed his maximum sentence.

According to the DOC public statement, Thomas Degraff, born Feb. 4,1964 lives in Whitehall, N.Y. He is 5 feet 11 inches and weighs 220 pounds. His offenses included lewd and lascivious conduct with a child (multiple convictions). His conviction date were June 26, 2000 to Oct. 27, 2005. Police said Degraff has not complied with offender treatment requirements

Degraff was released from incarceration on March 9 from serving a maximum sentence for lewd and lascivious conduct with a child, multiple counts. He has ties to Proctor, Vt., and may frequent the area.

Rutland County Sheriff's Department distributed sex offender community notification pamphlets in the Proctor, area.
