"The ideal applicants are low-income families or individuals," Loy said. "Basically anybody in a rural area that falls into the target income levels."
All regional applications are processed through the Greenwich office and the initial step is a basic one page application.
"We also do employer meetings where we will go into a place of business to let people know what we have to offer,"Loy said. "Anything to get the word out that we are here and we have funding available to help people.
"A lot of times people are hesitant because they believe they could never get into their own home but it's really not true."
