On April 28, Vermont State Police investigated a complaint of lewd and lascivious conduct by an inmate at the Chittenden Regional Correctional Facility. Investigation revealed that Dennis Phillips, age 51, of South Burlington exposed himself and committed a lewd act in a cell in the booking area. The act was done in the presence of a corrections officer and Phillips continued the act after being confronted by the Officer. Phillips was cited into Chittenden County Court for the offense of Lewd and Lascivious conduct.
