RUTLAND - John Walters, age 51, of Proctor was charged with the attempted murder of Sgt. Thomas Mozzer of the Vermont State Police waived extradition on Nov. 26. Walters was scheduled to be arraigned at the Rutland County District Court sometime last week. No further information is available at this time.
