To the Editor: A recent court ruling is a significant victory for California and Vermont and the more than a dozen other states that are moving forward with adopting Californias greenhouse gas emissions standards. In his findings, Judge Anthony Ishii not only agreed with the Vermont decision rendered in September by Judge William K. Sessions, III, in U.S. District Court in Burlington, but also offered an alternative analysis to support the right of states to regulate greenhouse gases. Vermont was the first state to adopt Californias greenhouse gas emissions standards and I will continue to fight for states rights to adopt Californias standards. Judge Ishiis decision affirms a states ability to move forward to adopt aggressive greenhouse gas emissions standards under section 177 of the Clear Air Act. Moreover, this decision will bolster Vermonts position in the auto industrys challenge to the adoption of the California rule by my administration. Gov. Jim Douglas
