CHESTERTOWN A new playground and nature trail will be developed at the Dynamite Hill area of Chestertown on Route 8 with the help of fund-raising, solicitation of businesses and possible grants. The idea was presented by town resident Mindy Conway at the regularly scheduled Chester town board meeting April 10 and enthusiastically endorsed by the board. The board authorized a Capital Reserve Fund for the project. This does not set aside taxpayer money, but is a restricted holding place for donations. There was then a short discussion of accessory apartments being added to the local zoning law. At the present time only one primary residence is allowed on a property lot, no matter whether a small one in a hamlet or major acreage in a rural area. Town board members would like to allow one other small in-law type structure (less than 500 square feet, inhabited by no more than two people, having a kitchen and separate utilities, not-rentable) on a lot if needed. The town attorney will draw up a possible amended local law and a public hearing will be held. Town board members voted to send the town contribution for the Schroon Lake Management Plan. However, all parties involved have agreed to have a bid process for the consultation on and handling of milfoil in 2008. Everyday there is more research on whether hand-harvesting or mats is the better process.
